Port Louis is a small sized city located on the island nation of Mauritius. The city is the capital and the largest city in Mauritius as well as the only city from that country in the game. Port Louis has low business and tourism ratings that range from between 50 and 150 each. The ratings start at extremely low levels that never go above 50. It will receive the rising tour in the mid 1960's and its ratings will go up.

The default airport here is Sir Seewoosagur Ramgoolam International Airport (MRU).

The airport was once known as Plaisance Airport. It was renamed in memory of Sir Seewoosagur Ramgoolam, who served as the first cheif minister and prime minister of Mauritius in 1968 to 1982. He was played a vital role in helping to create the modern Mauritius' government, political culture and foreign policy.

Port Louis is not a very popular place with airlines due to the low ratings, which greatly limit profits. Competition in the city is light because of this, but the city is not able to sustain the competition, so players should be prepared to close routes if necessary. Another downside is that Port Louis is in a moderately isolated location. Short range flights can only be made to nearby African cities like Antananarivo, Johannesburg and Nairobi. To operate sustainable flights out of Port Louis, medium ranged planes or farther will be required to get to bigger cities in Asia (e.g. Kuala Lumpur, Dubai and New Delhi) and Northern Africa and Eastern Europe (e.g. Cairo, Athens and Istanbul). This is usually not worth it as the city's low ratings means the amount of travellers and cargo going in or out of Port Louis is very low. Hence, beginners are advised not to start here as growth of the airline in this city can be very difficult.

Sir Seewoosagur Ramgoolam International Airport can never attain a status beyond a level 1 or 2 due to low demand for slots in the city. This makes the airport a very poor choice for purchase from the national government and, thus, should never be considered. The unpopularity of this city which results in low demand for slots also makes any additional airports in Port Louis to be pointless. As such, players are to avoid constructing any airports in the city and seek better options elsewhere.

Large capacity or expensive long range aircraft are to be avoided in Port Louis as these planes come with a high maintenance costs and depreciation rate; something that the meagre profits from this city may not be able to cope so well. When flying to large cities, medium capacity planes are good choices to be used such as the Boeing 767, Airbus A310 and the Lockheed L-1011. Flights to small or medium sized cities should be serviced by small capacity planes like the Boeing 737, Airbus A320 and the McDonnell Douglas DC-9.
